DIGITAL PAYMENT SERVICES
NATCCO is enabling cooperatives – especially those located in rural areas – to access digital financial services that would otherwise be costly or difficult to build individually.
The NATCCO Network continues to strengthen its shared digital infrastructure to ensure that cooperatives remain relevant to their members and competitive with developments in the financial services industry. While the rapid shift toward digital and cashless transactions accelerated during the COVID-19 pandemic, NATCCO had already begun introducing digital payment solutions to cooperatives as early as 2012.
Today, the NATCCO Payment Services Group (PSG) enables cooperatives to offer digital savings accounts to their members and provides a range of digital payment channels through the KAYA platform, allowing transactions through four channels: 1) cellphone app, 2) KAYA ATMs, 3) point-of-sale (POS) terminals, and 4) over-the-counter (OTC) transactions at with the co-op’s tellers.
These digital channels enable inter-branch and inter-cooperative transactions, allowing members to transact seamlessly across participating cooperatives within the NATCCO Network.
This cooperative-owned infrastructure allows members’ funds and transactions to circulate within the cooperative financial ecosystem, strengthens inter-cooperative connectivity, and enhances the ability of credit cooperatives to meet the evolving expectations of their members by remaining at par with industry standards.
Performance Highlights in 2025
In 2025, 166 cooperatives, with a total of 464 branches, were inter-connected through NATCCO’s KAYA Payment Platform, serving 121,291 enrolled KAYA accounts nationwide.
The KAYA ATM Network also continued to expand. The number of KAYA ATMs increased to 105 terminals, while POS terminals expanded from 64 units in 2024 to 75 in 2025, providing additional access points for cash-out services within cooperative communities.
Total transaction value processed through the KAYA Platform reached Php 7.7 billion in 2025.
The number of ATM cards in circulation increased to 107,285, reflecting the continued reliance of co-op members on ATM services for cash withdrawals and balance inquiries.
Mobile and over-the-counter transactions recorded modest increases in cash deposits, bulk payments, and cash withdrawals.
Service Performance & Operational Improvements
NATCCO coordinates with regulators, including BSP and the Cooperative Development Authority (CDA), on regulatory updates affecting electronic money and digital financial services for cooperatives.
Cooperative Culture and Integration Mindset
The success of NATCCO’s Payment Services largely depends on the acceptance and active participation of cooperative leaders. When cooperative members use external commercial platforms, transaction revenues and financial flows leave the cooperative ecosystem.
For this reason, NATCCO continues to advocate the use of shared digital infrastructure as part of strengthening the cooperative financial system. This integration mindset must begin with cooperative leaders, who play a critical role in promoting shared services and encouraging members to support the cooperative ecosystem.
