Cooperative Academy of NATCCO Network (CANN)

Education, Training, and Consultancy

NATCCO was established in January 1977 by five regional federations as the National Association of Training Centers for Cooperatives. Its founding purpose was to standardize cooperative education and training across the country.
At the time, cooperative leaders recognized that the Martial Law regime required all cooperatives to be organized under “Samahang Nayon,” largely for political purposes and to provide assurance to financial institutions that farmers’ loans would be repaid. In response, these leaders upheld the Cooperative Values of self-help, self-responsibility, and democracy, firmly believing that when people come together in cooperation, they can improve their lives—even without reliance on government intervention.

Education
In 1989, NATCCO was renamed the National Confederation of Cooperatives. Today, it continues to carry out its mission with the same passion, placing strong emphasis on education and training as vital tools for cooperative development. As a federation, and in line with the guidelines of the International Cooperative Alliance, NATCCO provides cooperators with education grounded in the Cooperative Principles and Values. We believe that when individuals learn, love, and live out these principles, they gain the power to uplift their lives and transform their communities—and even their nations. This transformation is already evident in China, India, Japan, Korea, Singapore, Thailand, Brazil, Canada, England, France, Germany, Nederlands, Spain, United States, and more.
Training
Beyond education, NATCCO has expanded its services to include comprehensive training programs for cooperative staff, management, and officers. These programs cover virtually all aspects of credit cooperative operations—from the most basic bookkeeping and tillering procedures, to the conduct of elections and internal auditing, and all the way to advanced MBA-level training for cooperative executives.
Consultancy
Complementing education and training is the third pillar of NATCCO’s program: Consultancy. This involves coaching and close guidance (“hand-holding”) of cooperative management through NATCCO’s Consultancy Team. The team is composed of specialists in five key areas of credit cooperative operations:

  • Credit Management
  • Human Resource Management
  • Marketing
  • Member Relations
All these efforts are aligned with NATCCO’s mission: to enable cooperatives to better serve their members, empowering them to improve their lives and transform their communities.
Webinars
Since the mid-2010s, CANN has offered digital learning platform. The e-learning program delivers NATCCO’s education and training to thousands of cooperators nationwide. This demonstrates the growing demand for accessible and flexible learning opportunities among cooperatives.
Producing Leaders
In addition, new professional certification initiatives were initiated, including the Leadership and Management Program (LAMP) for Agricultural Cooperatives in partnership with sector organizations, and Peace Equity Foundation (PEF). These programs are expected to further strengthen the professionalization of cooperative leaders in key economic sectors.
Research: The Foundation
If there is quality output, there must first be quality input. One can only teach after doing research. The Knowledge Resource Center (KRC) is CANN’s repository of learning materials and knowledge. NATCCO maintains a team dedicated solely to conducting extensive research and documenting the experiences of cooperative. The output so far is 48 training modules, strengthening the pool of standardized learning
resources for cooperative education.
CANN protects and institutionalizes its knowledge assets through intellectual property registration. Several certification programs and training materials were formally registered, including Certified Cooperative HR Managers, Certified Cooperative Membership Specialist, Certified Cooperative Marketing Professionals, Strategic HR Management, and the Trainer’s Manual on Loan Competency. These efforts ensure that CANN’s programs maintain consistent quality standards while enabling the academy to scale its learning solutions across the cooperative network.
Building on these achievements, CANN is preparing for the next phase of its institutional development. The academy is implementing a refined organizational structure that strengthens its core functions in knowledge management, training delivery, consultancy services, talent development, and advocacy programs. Through these initiatives, CANN aims to further professionalize cooperative education and expand its role as a national center for cooperative learning, innovation, and leadership development.
